Continuing your supermarket analogy, many people do go to the
supermarket and buy some things which they put in their pantry for use
when the supermarket is not open or accessible.
Similarly, there is a requirement for some customers to have some extra
packages available for install, particularly if they are operating
systems which do not have external connectivity. Currently the only
option appears to be download the complete repository from
opensolaris.org, along with complete repositories from any other sources
and have them on their internal networks.
If the option to select individual packages and transfer them to an
offline repository is not available (as I believe is currently the case)
then it is simpler to just download and install everything.

It's probably better to get away from the idea of trying to install all
packages in the universe. One of the great things about having a
network repository of packages, is that you can add a lot more software
to the repository. If a repository has 100,000 packages, it's going to
take a long time to install them all. Instead of downloading
everything, get a minimal functional install and then add what you need.
Most people don't go to the supermarket and buy one of everything.
