Should we display the busy cursor when the user clicks on Install/Update
button until the Install/Update dialog is displayed.
When I first tried running this it seemed to be that there was a
noticeable pause before the Install/Update dialog was displayed. However
when I tried to measure it it seems faster and is less than 1/10 of a
second.
