I hate to say this, but I don't think this set of changes is valid
anymore given after changeset 1970 in the pkg gate.
Lots of things changed in this area.
Also, we shouldn't be validating that specific error messages get output
by the client for this case; just that the client exits with 1 (which it
now does).
