Hi Shawn,
I hate to say this, but I don't think this set of changes is valid
anymore given after changeset 1970 in the pkg gate.
Lots of things changed in this area.
In this case, we should close 16211 as duplicate of 16238, correct ?

Also, we shouldn't be validating that specific error messages get
output by the client for this case; just that the client exits with 1
(which it now does).
