Will this change the biweekly import process that would first build the
SVR4 packages and then run pkgadd?

The pkg(5) gate now build IPS packages natively, but requires recent
changes to the publication tools to do so. A simple "make install" in the
pkg directory should work with build 142 and newer, but for a full "make
packages" in the src directory, which builds the "check" target in the pkg
directory, build 143 is needed.
