While the message above is probably not what you should get, you are
missing something. The '--be-name' option names any new BE created by
the operation, it does not specify an existing BE to be used as the
target. For that, you would use:
beadm mount snv-146 /mnt
pkg -R /mnt install tidy
beadm umount snv-146

Thanks for raising the bug for the same. I had assigned bug to myself
and plan to work on it. But I have confusion regarding " --be-name" option .
According to pkg(1) man page,
With --be-name, rename the newly created boot environment to
be the
argument given. This option is only valid if a new boot
environment
is created during image update. See also beadm(1m).
Can you please elaborate on the use of this option ?
