The following weberv contains changes for the following RFE:
18390 allow packaging of editable files delivered by other packages

This change provides a formal mechanism for packaging editable files
that are delivered by other packages. For example, once SUNWcs is
properly modified, users can deliver their own packages that provide
custom versions of files such as /etc/system, /etc/motd, et al.
