You can upload any version number to the Debian main servers with a first upload. You only need to add "-sa" (short for sources-add) to dpkg-buildpackage. Whenever I am receiving a reject from the ftpmasters, or I have an iteration with my sponsees, the next upload gets versioned upstreamversion-2 .
