Since that's only useful on Windows it should probably just be excluded from
the +ds repacked upstream tarball.
The problem seems to be the EOL character that has been modified (probably by
git).
Apparently this is a known issue:

Unless you now already a solution/workaround for it, I will proceed with the
repacking (+ds).
Exclude .gitattributes from the repackaged tarball, the eol= directives cause
the rewriting of the files which is not appropriate in the Debian package
context.
We do this for gdal & merkaartor for example.
