Control: tags -1 confirmed upstream

This is a known issue sinds the proj 4.9.1 transition.

It was first reported in spatialite-bin (#785091), but it affects all
software built on top of libspatialite. See my comment in the bug report
and the links therein:

The spatialite code in QGIS was fixed recently, see:

These changes have been backported to upcoming QGIS 2.8.3 release:

QGIS 2.8.3 will be uploaded as soon as possible, but it won't reach the
archive until the FTP masters get around to accepting it from the NEW
queue (where QGIS 2.8.2 resides since its release).

complete both the gdal & spatialite transition get fixed versions into the
