I'm pretty sure this is the reason both for -O2 and for -g.

I do wonder if we should do something specific to handle 
DEB_BUILD_OPTIONS="noopt" to go for Debug and not for RelWithDebInfo

I do think we in general should use the policy-suggested thing of -O2, and -O3 
if we can actually justify it. But until we have a justification for using -O3, 
let's just stick with -O2 for everything.
