I don't think Fabian really disagreed with using branches for changes. Actually, I do not at all and use local branches rather often. I think the more important concern here is does every tiny change need to be published on git.debian.org? I'd say not. Creating a branch there creates manual work (and coordination!) for creation and deletion.
