Well, for me “handle multiple sound cards” doesn't mean really anything. Xfce doesn't “handle” sound cards (the kernel does, somehow). If you want to tune the volume, then xfce4-mixer can do that, and xfce4-volumed does it too. xfce4-volumed is designed to be minimal, so it doesn't have any configuration interface, it just use the 'active-card' property of xfce4-mixer settings in xfconf.
