Really - Debian seems to be a distribution that is intended for server use
only. ;-)
If you want to tune the volume, then xfce4-mixer can do that, and
xfce4-volumed does it too.
Controlling the volume of the different sources is really the minimum.
But there are different reasons to select a sound device.
1. You use XFCE as desktop on a laptop and you want to switch to an external
device e.g. HDMI
There's no such thing as “switch”. Either the EC or kernel handle that
by itself (for example when plugging a headphone), or you do that
completely manually (you mute the volume on one output and unmute on the
other).

As said above there's no “handling” of sound card in Xfce, it doesn't
try to be smart or anything.
Maybe - but there could be an additional point of view:
The use of the existant hardware has nothing to do with the smartness of the
X-system.
When the hardware can only be controlled direct in the underlaying Linux the
use XFCE can be doubtful.
2. You use an additional sound card as simple DA-converter for different
purposes.

In Debian I have only the attached volume control.
It seems that the volume control in the article is the pavucontrol.
So using Pulseaudio seems to be the only way to control different sound devices
in XFCE.
I will not test it in XFCE but i can say it works in KDE.
