PLF has not traditionally handled Java software. Besides, PLF does not distribute things which it does not have a legal right to distribute (as far as I know) and the jdk falls in this category. It has nothing to do with it being non-free, but instead has to do with the fact that individual users cannot distribute it. JPackage cannot distribute the jdk, and neither can Debian.
