Yes, but not quite. The only automated package management utility I'm
sorry to say that gets this right is RedHat's Yum. Even Yum does a
terrible job at this.

Yum queries a master Repository catalogue server and gets a list of
mirrors in the event its primary source mirror fails. Mandriva has
problems with out of date, badly configured, and failed mirrors.
