I tested this revision for shared libraries with and without dynamic devices
enabled and for static libraries (dynamic devices must be disabled for that
case).  For all three cases and with CC, CXX, and FC set to default to
hidden visibility, all was well (good build and ctest results) except for a
libplplotwxwidgetsd library build issue for the static libraries case which
probably has nothing to do with visibility and which I have reported to
Werner off list.

That's the end of my build and visibility testing for now, and I hope Werner
and Arjen find these good results carry over to Windows platforms for a
version of PLplot which includes most of the PLplot features (languages,
device drivers, dynamic devices, etc.) that are available on Linux.
