Hmm. On my platform, the tk set were a subset of the tcl set, i.e., they were identical whenever the tk version existed. I have now changed the build system (revision 9092) so the build tree and install tree tk set are complete (and still identical with the corresponding tcl sets and the tcl source-tree set).
