That was because of something stupid that I did. See my latest post at http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=726069 for the sordid details. :-) In sum, the patch now applies cleanly and produces (via apt-src) good debs. When PLplot builds against the resulting patched Debian system libraries, the pdf device now passes all tests without any obvious run-time issues. So assuming this simple patch is accepted by the Debian developer of the libhpdf debs (from libharu source), then the pdf device you plan to build as part of your deb packages for PLplot should just work.
