Sorry about that.  That file is one of those "temporary measures" that
keeps constantly changing (because that file is constantly under
development by the CMake team with various sets of patches having to
be applied to their version because not all the bugs I have reported
concerning ExternalProject.cmake have been fixed). The end result of
this constant churn is I have been sloppy with complying with the
exact licensing terms.

The current status is there are some signs that ExternalProject.cmake
development is finally beginning to slow so I may be able to simply
drop that file from PLplot and demand that everybody that uses
epa_build uses a minimum CMake version of 3.0.2 (where one of my
patches to ExternalProject.cmake got in, but I am not sure of the
status of the other one for 3.0.2 until I do some tests of that exact
version). Of course, if the CMake-3.0.2 version of
ExternalProject.cmake still needs one of my old patches (to support
the xz compression format for tarballs), then I will keep that patched
file in the cmake/epa_build directory and take the time to comply
exactly with the licensing terms.
