Hi Phil:

I think it would take too much effort for little extra benefit
considering that you have already discovered a pure Cygwin recipe that
works, and doc build capability is really only for developers and not
for users.

That is why I am also suggesting to Arjen that he follow your
exact pure Cygwin recipe rather than trying the additional variant
he had in mind (use the Windows version of TeX rather than the Cygwin
version).
