I double-checked my installation and the build results: I have OpenSP
installed, there is a file onsgmls.exe which actually runs, BUT neither the
first pass (running Cmake and make in sequence) nor the second pass (running
make only) build the documentation now. I can find a single occurrence of
"onsgmls.exe" in the output, but nothing else indicating what is going wrong.
I have attached the output files for both passes.

Note: Cygwin comes with a setup program that keeps track of the packages that
are available and what packages and versions thereof have already been
installed.
The thing that puzzled me was that the command "onsgmls" would not work - but
that is due to the way Cygwin works, apparently - not by looking for a ".exe"
or ".bat" or .... file but via a symbolic link that refers to the actual
program.
