I highly recommend you use the package search engine
at <http://cygwin.com/cgi-bin2/package-grep.cgi> which
I have mentioned a number of times in the past.  That
search engine shows that the 64-bit version of
OpenSP-1.5.2-2 provides /usr/bin/onsgmls.exe.

After you (re-)install OpenSP, does it turn out that
/usr/bin/onsgmls.exe still does not exist?  That would be a really bad
internal packaging error if it turned out to be possible to make
Cygwin package listings as delivered by
<http://cygwin.com/cgi-bin2/package-grep.cgi> inconsistent with actual
package contents!

@Phil: do you also have these problems with gaining access to
64-bit /usr/bin/onsgmls.exe when you install the OpenSP package?

@Phil and Arjen: Regardless of whether you immediately solve this onsgmls issue 
or have
to wait for help from the Cygwin list, I would still interested in the
answer (from either of you) whether commit 405544f finally solves the
issue that required you two guys to double build.
