you could try inkscape or xfig on cygwin. or you could try to convert
the xfig files to svg (fig2dev?) - if this makes sense I don't know.

There is only the gd driver, but this driver needs libgd - the gd driver
is deprecated and the output quality is not compareable to pngcairo.
