It needs perl. It leverages off plucker code to generate the DB -
though historically plucker had a perl transcoder too.

I have not tried it, but the web page says :-

    HTTP and local files, using the file:/// protocol, are both
    supported, and it works fine on most UNIX platforms, Windows 95, 98
    and NT, and Macs.

-fetch is wget, sitescooper, any number of others.

-convert we do need. The intermediate form should be a file (files ?)
with links relativised.
