The right package for us seems to be JIU (http://jiu.sourceforge.net/). Freeware, does Palm image format, 100% pure Java, GPL. The only glitch I can see is that it uses the AWT libs to read GIF and JPEG formats, and that can go haywire if there's no X server handy...
