What is the process for getting a change into CVS?

Short of that, what is the process for being able to update a supposedly
resolved bug?

The latest one bugging me is 395.  Someone had a document with
color="orange".  The python distiller was changed to not crash, but it still
doesn't handle orange.

It could be fixed just by changing the TextParser.py Colornames dictionary.
Right now, it uses the HTML 4.1 color keywords.  The SVG color keywords are
a strict superset, and do include orange ("FFA500").  I understand that
technically, SVG isn't HTML, but keyword sets are defined by the CSS profile
http://www.w3.org/TR/css3-color/ , and in practice, it makes sense to
recognize the extra colors in the parser.  (It won't slow anything down, so
long as color is supported at all.)

(I would also like to fix the bugs related to home document/netloc and 
href attributes conataining "&"; patches for these have been posted, but
not checked in.)
