Yes, but if one knows that it works with one particular page, then one can
run that particular page through this filter.  If it works, it works.

I am just suggesting that there are a lot of uses for being able to run
all the pages through a filter prior to processing.  Another use might be
if each pages in the channel has some annoying header, and one can write a
quick perl or C filter to strip out that header.  Or a given page might
simply have bad HTML, and one might use a quick filter to clean it up.

Many of the things I use Plucker for require me to clean up pages before
feeding them into Plucker.  For instance, today I grabbed the old Dal
Russian dictionary.  One of the things I had to do was to recode it from
KOI8R to CP1252, since I don't have KOI8R fonts for Plucker and I do have
CP1252 fonts.
