You can do just that with JPluck if you are willing to use XSLT. Works like a charm.. I filter out all sorts of garbage this way. There are several stylesheets in the distribution that you can use as examples.
I am just suggesting that there are a lot of uses for being able to run all the pages through a filter prior to processing.
Many of the things I use Plucker for require me to clean up pages before feeding them into Plucker.
