You are logged in as USER? Does the Palm Install Tool work at this
time?

No that's no enough. there need also a registry setting to inform the
HotSync that a file need installed.

I guess the Problem is that you specify a user (user=) in plucker.ini,
so the software try to prepare this file to install, but this fail
because, in the logged in user/admin, the Palm Desktop registry
settings are missing.

So delete the user key in plucker.ini and the Software no longer try
to install the file.
If you wan't that the file are copy to another location after
creation, see the after_command ini key.
