This is beginning to sound more and more like a local configuration
problem. If you use a web proxy service (local? like junkbuster? or
something external?) and you see the page fine, then the problem is
upstream.

Incorrect. "not able to get to" implies a connection problem, not a
design problem. If you get a blank page in your browser, that's a different
problem.
