One of the set {Covenant Eyes, Plucker, Python, Windows} has a bug here. 
Maybe the python gurus can give you a short program that just tries to
download the pages Plucker wants.  If it still dies, with Plucker not being
used, then it's not a Plucker bug.  Also, given that people seem to be
successfully using {Plucker, Python, Windows} together, then it's probably
Covenant Eyes at fault.  Can't tell for sure without source code rights to
them all, though.  ;-)
