Nope, thats wrong. MS doesnt provide an ODBC client for Linux to talk to
MS SQL (for obvious reasons). You can only use the ODBC driver manager if
you have an ODBC driver.

The best way to talk to MS SQL from Linux is to use DBD::Sybase with
either the freely-available Sybase 11.0.3.3 or DBD::Sybase with the
FreeTDS library.

FreeTDS can talk to Sybase 4.2, Sybase 10, Sybase 11, MS SQL 6.5, and MS
SQL 7.0 (TDS == Tabular Data Stream, the wire protocol used by Sybase and
MS SQL).
