I'm presuming you're using RedHat 5.x or 6.x by the sound of the message
(although any other distribution could throw you that exact message, too).
In my experience a delay in the bringing up of eth0 is caused by the
hardware not being ready. There are basically two parts concerned when
bringing up the interface, first you prepare the hardware, either by
built-in support in the kernel (compiled), or by modules, then you bring
up the link.
The first thing I'd do is know what my NIC is and how support for it is
enabled in my system. AFAIK stock RedHat setups have NIC support built as
modules, so if this is how you'll be supporting your NIC you have to edit
your /etc/conf.modules to reflect an alias for eth0. Refer to the
NET-HOWTO for details. There are times where you'll have to define certain
settings for your NIC. If you'll rebuild your kernel (which is what I
always do), then you may want to consider compiling support for your NIC
into the kernel instead of building it as a module. If you have to pass
any values to your NIC you will have to pass them through your boot loader
(ie: LILO). Again this is covered in the NET-HOWTO.
There are also times when eth0 initialization is delayed, but at the end
of bootup it gets loaded fine. I observed this when using a PCMCIA NIC. I
was using RedHat 5.2 when I played with a laptop and had eth0 init delayed
because PCMCIA support was not yet up. Later during the boot sequence
PCMCIA support went up, and with it my network link.
