try this one. edit your httpd.conf and add these lines. dont forget to 
restart your httpd afterwards.

RewriteEngine On

RewriteRule     ^/user/(.)(.*)$ /users/$1/$1$2
RewriteRule     ^/~(.)(.*)$     /users/$1/$1$2
