I think the question is your trying to setup your web server which your
users can be accessible.
You can do this by configuring first your httpd.conf search for this
statement (by default it is commented out). Then remove the comment or
see the following example below:

AllowOverride None
Options MultiViews Indexes SymLinksIfOwnerMatch IncludesNoExec
Order allow,deny
Allow from all
</Directory>

Take note of the "Directory" which is pointed to
"/home/*/public_html" which means that any directory under
"/home/" ("*" stand for all the username), then you should create a
directory "public_html" inside your username's home directory. Then
upload or transfer all your web files to your web directory
"/home/<username>/public_html". And don't forget to set your directory
index. Like this:

</IfModule>

For it to read index.html or any index.* that you would like to be read
automatically once you hit "http://<host>/~<username>/" URL.
