The theory goes that a packet sniffer can be installed in any computer on a
network. This packet sniffer will run its NIC under promiscous mode and will
capture packets that has been brodcasted on the network even though it was not
addressed for itself. Since telnet does not encrypt data the passwords can be
easily read.
