One thing I can say is that there's a logical loophole I couldn't
really comprehend: why you insist that since Linux is already hard to
learn + a merit system for membership = makes learning harder for
newbies. Logically it really doesn't make sense or soundness,
symbolically or otherwise.

As a newbie, you don't need to be a member of PLUG if you want to
learn Linux. You don't even need to be a member to even get
information - heck anyone can subscribe to the mailing lists and ask.
You don't even get restricted in attending tech seminars if you aren't
a member. Learning Linux is tangent to membership in PLUG. Learning
Linux an individual process one elects to do - if you want to learn
exert the effort to do so as no one would spoonfeed the knowhow to
you.

Once someone steps up from being merely a recipient of information to
becoming someone who'd be willing to give his time and effort to help
others then one already does one step to becoming qualified for
membership to PLUG. PLUG is a volunteer organization, and as such,
relies on the collective will of volunteers to drive its goals of
propagating the use of Linux and open source. To ensure that this
would be possible - it is necessary that the organization recognize
volunteer effort. This volunteer effort cannot be one way - it has to
flow both ways. A volunteer cannot merely seek to learn - but must
show effort to share time and energy in propagating the knowledge
learned to other people. This spirit of sustaining volunteerism is
what PLUG seeks in members.
