Huh?  I connect to shell.spunge.org from time to time using PuTTY, and I
can run emacs from there without a hitch...

Have you tried setting your TERM to something useful (i.e., TERM=xterm,
or if you want colors, TERM=xterm-color)?  Note that you can do this
directly in PuTTY by looking at the Connection->Data page before
connecting...
