You'll need three PCs, one for each site, to house the
firewall+VPN software.  You don't need to have a top
of the line PC -- the specs for the People's PC should
do.  That would set you back about PhP16K per PC.

Couple each PC with a DSL connection.  Cost depends on
the bandwidth you require.  A 1Mbps PLDT bizDSL would
set you back around PhP8K a month.  Try to get the
same vendor for the DSL for all three sites, so you
stay within their network infrstructure, avoiding the
delays caused by the ISPs' interconnection, or lack
thereof.  Some companies like PLDT offer free PCs with
the DSL subscriptions, and at least PLDT's specs of
their free PCs is more than enough for the fw+vpn
requirements.

For the firewall and VPN software, any distro would
do.
