The problem with this project is that a government who wants to join
in the program should commit itself to purchase at least a million or
2 of the units so that the price would actully be met as well as incur
a small profit for the manufacturer.

Even if they end up choosing a Microsoft Operating System, we can
still pitch for WinFOSS to lessen the impact of costs and lowering the
learning curve (if it is present). The keyword is standardization of
platform by the government.
