Thanks for your suggestion. But the thing is the end-users are not belong to my LAN.
Here is the setup....

INTERNET -->> FIREWALL -->> CHAT SERVER
                                                       |
INTERNET <<-- FIREWALL <<-- CHAT SERVER

Now, how can i restrict this thing (mIRC) if my users is located in the other place or even outside the phils? is it still possible?
