Of course, you cannot restrict mIRC usage if people are not inside a network that you control, or if you do not have the power to enforce administrative controls on the machines they have (i.e. preventing them from installing arbitrary software). But you can restrict their access to a particular service that you have control over, and that's what the rest of my answer explains. So you're saying that internally you use an IRC server to do your chat work, and you have a web-based client that that you want to be the sole agent through which people on the outside can make use of your IRC server? Then put your IRC server inside your private network then, behind your firewall, where only your web-based client (which should be sitting in your DMZ) and whoever is on your local network can access it. If all your users can see is your web-based client then that's all they'll be able to use.
