INTERNET <<-- FIREWALL <<-- CHAT SERVER

Now, how can i restrict this thing (mIRC) if my users is located in the other
place or even outside the phils? is it still possible?

yes it is possible... irc default tcp port is 6667... browsers communicate with your CGI:IRC is at tcp port 80... therefore your firewall's network card facing the internet must block incoming traffic of irc tcp port 6667 and allow tcp port 80...
