But if the government is thinking forward Bayanihan could have been as successful as Ubuntu. OTOH, most of the success of Linux are all private initiatives of none selfish individuals not motivated by bottom lines for stock holders or any stake holders.

You may be thinking that's it's easier than it really is. Having had
the chance to talk with one of the commissioners, I'd cut them some
slack. For one thing, there are things beyond their control since
they're part of a large government machinery. I don't even know if
there's a CICT budget, or if the commission's using the individual
budgets of the component agencies -- the National Computer Center, the
Telecommunications Office (TelOf), and one or two other agencies.
Furthermore, a government-wide FLOSS deployment would take more
manpower than the CICT has. It's not just the physical distribution of
the software (that's trivial), there's also the necessary training and
initial hand-holding. Remember Commissioner Emmanuel "Boying"
Lallana's message to PLUG at the inauguration of officers? He hinted
-- or maybe even outright said -- that government, and the CICT in
particular, needs help from the private sector for FLOSS deployment. I
took that as an informal request to PLUG.
