I can confirm that the government agency that's giving
FLOSS a boost right now is the DTI. A partnership
composed of ASI, ASTI, and Leonovo won the bid to be
the supplier of DTI's 3rd rollout of the PCPS (PC's
for Public schools) program. They're using Fedora core
4 as the OS. ASTI's providing the training, and
Lenovo's providing the hardware. They'll be shipping
computers, 10 to a school, loaded with Fedora Core 4,
a local version of Wikipedia, and strangely, a HTML
version of Encarta, and all the usual apps that's
default to Fedora, including OpenOffice, to at least
2000 schools around the Philippines starting next
month.
I wasn't able to tell people about it before, because
it was a long time before the winning bid was
officially approved. They won the bid as long as
February but the sign off was delayed due to pressure
from various groups. Anyway, after some intervention
from some people in the private sector, the bid was
approved and so now the Philippines is actually in the
process of a major move to FLOSS. Great fun!
