Aha, there's the rub.

Well, I don't really have issues with this, but you really should have
been forthcoming in your agenda. Instead of a FOSS-specific bill, why
not a comprehensive general anti{monopoly, dependence} bill that does
exactly that, with only some provisions with respect to FOSS? I don't
really think there's a need to single out FOSS as a potential weapon
of mass distraction.

Hello, Zak:

You gotta see it through the legislators' point-of-view: they cannot
put forth a bill that encompasses all that. That would be a gargantuan
task. Heck, look at how they're nitpicking at the budget, or the
Php125 wage hike, for that matter. Better focus on FOSS then pick on
the other tasks later on.

I like this strategy, but it's kinda defeatist. Anyway, we shouldn't
harbor any illusions on how far this bill will go in Congress. That's
just part of the struggle. The important point is to bring across the
point, drive it home, and engage the people in the discussions.

I forgive you only once--I will forgive you for using ALL CAPS ON THIS
LIST (j/k :P.) I may not feel like forgiving next time; I've learned
my EDSA lessons the hard way. You screw up next time, you screw up
big time.

Aw, come on, Zak. :) Cool it, man. ;)

To Jeffrey: you gotta know, you don't have to SHOUT on this list. We
see your point. You can either *add asterisks* or _underscore_ for
emphasis. You also have to understand that people on this list are
passionate about their beliefs -- on FOSS and everything else for that
matter. (Heh, stay a bit longer and you'll find out. Or, sift through
the archives and find out.) You're trying to build consensus, so you
gotta get with the flow a bit.

Good luck with the bill, Jeffrey. I know you'll need all the help you
can get, and I believe people here are more than willing to help.
