Hello, Zak: You gotta see it through the legislators' point-of-view: they cannot put forth a bill that encompasses all that. That would be a gargantuan task. Heck, look at how they're nitpicking at the budget, or the Php125 wage hike, for that matter. Better focus on FOSS then pick on the other tasks later on.

I like this strategy, but it's kinda defeatist. Anyway, we shouldn't harbor any illusions on how far this bill will go in Congress. That's just part of the struggle. The important point is to bring across the point, drive it home, and engage the people in the discussions.

You also have to understand that people on this list are passionate about their beliefs -- on FOSS and everything else for that matter. (Heh, stay a bit longer and you'll find out.
