Oh, I thought the legislator's point of view was simple enough: just how much cut am I going out of this? :P Seriously, you're right; it is such a big task to formulate a policy encompassing all sectors in an attempt to achieve the goals of the party. However, you just said it so: wage hikes and the budget are much more pressing issues for them to handle; IMO let FOSS rock the government, but don't let the government fsck FOSS.
I like this strategy, but it's kinda defeatist. Anyway, we shouldn't harbor any illusions on how far this bill will go in Congress. That's just part of the struggle. The important point is to bring across the point, drive it home, and engage the people in the discussions.
Lets hope for the best then ;)

LOL, well I was joking. :P Drafting the FOSS bill, however, is no small joke; the way I see it, one has to be careful, lest this bill blows up in front of us later on in some unanticipated event, and find ourselves the laughingstock.
