The thing is the bill was filed in congress, the chair has no other recourse but to refer that bill to an appropriate committee. But if you will be attending the public hearing then you could provide insights of whatever you view as limitation, short comings or flaws that you want to point out. But if you ask if Linux and FOSS is good for our government, all I can say is NSA has recommended SELinux, all fortune top 500 runs Linux in their businesses, China is using Linux, India is using Linux and so is Hezbollah,Alqaeda, Iran and Iraq.
