The IT team of Surigao City eagerly supports the FOSS bill although we are quite apprehensive as regards our competence/knowledge in free/open source software. But we are doing our best to at least level up our knowledge by way of research and "self-study" and, of course, changing our M$ servers into linux. We hope that once the bill is enacted the CICT/NCC will offer *free* trainings to IT teams of local government units, including those in far-flung areas.
